Foundation for Integrated Rural Development (FIRD) is an Indigenous NGO established in 2005  to promote and advance economic and human rights in rural communities through. FIRD‘s purpose is to transform and improve the quality and standard of living of the rural through research, advocacy, gender mainstreaming, environment sustainability, capacity building and promotion of  respect for human rights to promote active community participation in social economic Development and gender Equality.  FIRD’s program areas include Human Rights Protection and Advocacy (Women, children, vulnerable communities), Health (GBV, HIV/AIDS), Education, research, lobby and advocacy,  Training and Capacity building, GBV, Food security (Women economic empowerment) and Environmental Health Management .
FIRD is seeking to hire qualified Consultant to develop its next five year Strategic Plan (20222026) to ensure that FIRD fulfils its mandate. For additional information, see attached Terms of Reference (TOR)

Terms of Reference

A. Project Title:
5 (Five) Year Strategic Plan Development for Foundation for Integrated Rural Development (FIRD).

B. Organization’s Background:


Foundation for Integrated Rural Development (FIRD) is an Indigenous NGO established in 2005 to promote and protect human rights in war ravaged Lira district during the Lord’s Resistance Army (LRA) insurgency. FIRD‘s
purpose is to transform and improve the quality and standard of living of the rural through research, advocacy, gender mainstreaming, environment sustainability, capacity building and promotion of respect for human rights to promote active community participation in social economic Development and gender Equality.

FIRD’s program areas include Human Rights Protection and Advocacy (Women, children, vulnerable communities), Health (GBV, HIV/AIDS), Education, research, lobby and advocacy, Training and Capacity building, GBV, Food security (Women economic empowerment) and Environmental Health Management
FIRD’s Mission is to improve the quality of life and standards of living of rural communities through research, Advocacy and capacity building.

C. Objectives:
To develop a five year Strategic Plan (20222026) to ensure that FIRD fulfils its mandate.

D. Scope of Work:
The scope of work for the Consultant will include but not be limited to:

a) Review the previous strategic plan, the vision and mission based on FIRD’s mandate;

b) Undertake stakeholder mapping and analysis;

c) Undertake a situation analysis of FIRD’s operations to date;

d) Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas for the same;

e) Review the institutional capacity, organizational setup, financial and administrative systems against the FIRD’s mandate and the identified strategic objectives and key result areas; and make recommendations, if any;

f) Propose a strategy for achieving the strategic objectives and key results;

g) Develop a Results and Resources Framework for the plan period;

h) Hold stakeholder meeting(s) to validate the draft Strategic Plan;

i) Finalize Strategic plan and submit to FIRD.

E. Deliverables: A five (5) year Strategic plan with its result, framework and budget.  Report on the inception.

F. Institutional Arrangement:

The Consultant will report directly to the Executive Director of FIRD. FIRD will provide relevant background documents necessary for the assignment including, the Laws on Devolution, FIRD’s Road Map, FIRD’s quarterly reports, the M&E framework and the draft communication strategy. FIRD shall be responsible for the coordination of meetings and other activities under the
Consultancy.


G. Duration of the Work:

This assignment is expected to be carried out for a period of 30 Days, and may  be subject to change based on the development and progress of the project.


H. Competencies and Qualifications of the Consultant:

a) Academic Qualifications

At least a master’s degree in a relevant field in the area of planning, public policy, Organizational Development, Social science ,Gender and development studies and


b) Experience

At least five years professional experience in strategic planning and management

Prior working experience on decentralization issues is an added advantage

Demonstrated experience in working with government partners and other stakeholders in public sector development programs especially in the area of capacity development


c) Skills and Competencies:

Ability to work with minimal supervision;

High level written and oral communications skills in English and Luo;

Must be resultoriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity;

Demonstrate excellent interpersonal and professional skills in interacting with government and development partners;

Skills in facilitation of stakeholder engagements/workshops;

Evidence of having undertaken similar assignments;

Experience in research, policy development, management and programmingrelated work.
